Combines deterministic permit lookups (Ann Arbor's A2Trak legacy system + the STREAM portal) with Anthropic's Haiku 4.5 to weave the narrative. Every permit number above links to the original city record.

find_precedents — "Has the city ever approved a 3-ft side-yard variance?" Searches both STREAM (post-2023) and A2Trak (pre-2023) and groups results by disposition.
search_records — Plain keyword/address search over current STREAM records.
search_legacy_records — Same but for pre-2023 A2Trak records (5 record types: permit / project / property / contractor / license).
get_legacy_record — Full detail of a specific A2Trak record (contacts, fees, inspections, attachments).
